First 100 Days: Putting Wyoming First
Ten concrete actions Rebecca will take in her first 100 days as Governor of Wyoming.
Rebecca's Plan
First 100 Days:
Putting Wyoming First
Wyoming does not need another administration that manages the status quo. As Governor, Rebecca's first 100 days will focus on reducing the size and influence of state government, lowering costs for Wyoming families, defending our traditional industries, restoring accountability, and launching major reforms.
We won't solve every problem in 100 days. But Wyoming citizens will know immediately what Rebecca's priorities are, what actions she will take as Governor, and what legislation she expects lawmakers to put on her desk.
What Wyoming Will See After 100 Days
- Every major executive agency, board, and commission will be under review.
- Discretionary grant and matching-fund programs will be frozen or subjected to public scrutiny.
- A government-consolidation and cost-reduction plan will be released.
- Wyoming will have a coordinated strategy to defend energy production from federal overreach.
- Severance-tax reform will be moving toward a responsible legislative proposal.
- Wyoming-origin agricultural labeling will be in development.
- Sanctuary policies will be prohibited throughout the executive branch.
- A measurable five-year education improvement plan will be underway.
- Permanent property-tax reform will be moving toward a legislative proposal.
01Make Government Smaller, Leaner and AccountableState government should serve Wyoming's citizens, not become Wyoming's largest and most powerful industry.
- Order a top-to-bottom review of the executive branch, including its roughly 40 cabinet-level positions.
- Review every executive-branch board and commission and order performance and financial audits.
- Freeze the creation of new boards, commissions, and administrative positions unless required for public safety or by law.
- Publish a government-reform report detailing what will be eliminated, consolidated, or sent to the Legislature.
02Protect Wyoming Property OwnersOwning a home, farm, ranch, or small business should provide security, not the constant fear of being taxed out of property you worked a lifetime to own.
- Present a permanent property-tax reform package that limits runaway increases and protects primary residences.
- Strengthen targeted relief for seniors, veterans, families on fixed incomes, and homeowners facing extraordinary increases.
- Reform the State Board of Equalization so it serves as a fair and impartial safeguard for taxpayers.
03End Government WelfareThe Wyoming government should not pick winners and losers or use taxpayer dollars to subsidize connected interests.
- Immediately suspend discretionary awards from governor-controlled grant and matching-fund programs pending public review.
- Order a comprehensive audit of all economic-development programs.
- Require public disclosure of grant recipients, scoring criteria, promised outcomes, and actual results.
04Make Wyoming Energy a Priority AgainCoal, oil, natural gas, uranium, and critical-mineral production are central to Wyoming's economy and America's national security.
- Issue an executive order treating reliable, affordable Wyoming energy production as an economic and national-security priority.
- Establish firm, transparent permitting timelines and eliminate unnecessary delays.
- Create a coordinated legal and regulatory strategy to challenge federal actions that threaten Wyoming energy jobs.
05Put Energy Affordability FirstDoes it provide Wyoming families and businesses with reliable, affordable power?
- Support legislation to repeal or reform state policies that raise electricity prices or reduce the viability of Wyoming's coal-fired power plants.
06Begin Responsible Severance-Tax ReformEncourage production and investment without creating an irresponsible hole in the state budget.
- Convene producers, economists, county officials, and legislators to examine the severance-tax structure.
- Compare Wyoming's tax burden with competing energy-producing states.
- Present recommendations to the Legislature for targeted, fiscally sustainable relief.
07Restore Meaning to the State SealEnergy and agriculture built our state. Agriculture is a foundational industry, not an afterthought.
- Develop a renewed and enforceable "Made in Wyoming" and "Wyoming Grown" labeling initiative.
- Establish a voluntary Wyoming-origin meat label for ranchers and processors.
- Work to restore meaningful federal Country-of-Origin Labeling.
08Lower Transportation CostsReview Wyoming's fuel tax and how its revenue is being spent.
- Identify waste and propose a responsible fuel-tax reduction for families, ranchers, and small businesses while maintaining essential roads and bridges.
09Enforce the Law and Protect Wyoming CommunitiesWyoming will never become a sanctuary state under Rebecca's leadership.
- Issue an executive order prohibiting executive-branch agencies from adopting sanctuary policies.
- Require strict enforcement of commercial driver's-license standards, including English-language proficiency requirements.
- Submit legislation requiring E-Verify for state agencies, contractors, and recipients of state economic-development assistance.
10Launch the Wyoming Top Five Education InitiativeMove Wyoming into the nation's top five states for student achievement within five years.
- Establish measurable annual targets for literacy and mathematics improvement.
- Develop a statewide early-literacy strategy based on phonics and early intervention.
- Propose legislation protecting parents' rights to review curricula and make decisions regarding their children.
